"If you want to change the welcome text on the main page (index.php) on a regular basis and handle it as News (with automatic archiving etc.), you can integrate packages such as NewsPro (perl news publisher) and put a few variables that will display the news text depending on language.
There are tons of add-ons for NewsPro and you could be very creative in adding other stuff like this.
